* Board Support
While the OPHOA Board would like to be able to assist the Community on all fronts, as volunteers with full-time jobs and with an annual budget that primarily covers only the HOA's current expenses, it is impossible to provide total support for the Community.
Areas that fall into the scope of the Board include:
- Ensure that the HOA is in compliance with King George County and the State of Virginia on our retention/detention ponds and common area maintenance
- Collect, track, and monitor assessment dues annually, and work with the courts for those homeowners who are 3 years or more in arrears
- Provide transparency as to the HOA's financial condition to homeowners
- Keep regulatory licenses and insurances up to date
- Pay all expenses and file taxes for the HOA
- Respond to requests from real estate agents on property resales and ensure that the first year's assessment dues are collected at property closings
- Provide statement of accounts for homeowners who are refinancing
- Welcome our new residents and provide them with our governing documents (fees apply)
- Schedule board and annual meetings and record meeting minutes accurately
- Establish/Update/Enforce rules for the HOA
- Keep the HOA website up to date
- Maintain HOA records
As of August 30, 2026, the OPHOA Board will no longer manage the OPHOA Facebook site, since this is a social media platform not covered in the scope of the Board's responsibilities. We are searching for new administrators of the Facebook site. If you are interested, please reach out to the Board at board@oaklandparkhoa.org
Complaints Outside the Scope of the OPHOA Board
In the past, there has been a need for concerned homeowners to reach out to the Board via Facebook regarding civil matters, such as:

| Homeowners who have left their garbage cans out longer than anticipated |
This HOA currently does not enforce how garbage cans are placed on the street on or after trash collection. The streets and drainage areas in front of your homes fall under the jurisdiction of the County, including where most mailboxes are situated.
No ordinance currently exists in King George County, VA on how homeowners should handle trash in their yard; however, the County’s Solid Waste and Recycling rules and fire safety regulations set expectations for how waste should be handled and disposed of and homeowners can be cited by the County if someone decides to lodge a complaint.

| Excess noise by neighbors | King George County’s Noise Ordinance (Section 10‑8 of the County Code) is designed to prevent excessive sound that could harm public health, welfare, peace, safety, or the quality of life. You can call the County if you feel someone is in violation of this ordinance. |
| Loose Dogs |
HOA rules state that "All dogs must be leashed while they are being walked in the Common Areas and throughout the HOA." Loose dogs must be retrieved by their owners as soon as possible.
Homeowners can continue to post on FB or NextDoor pictures of loose dogs; but ultimately if no one is able to claim the loose dog, reach out to King George County Animal Control at (540) 775-2120.

| Homeowners who do not pick up after their pets while walking them through the community | HOA rules state that "The owner of any dog, or the person walking the dog, must immediately collect and dispose of dog waste properly." Pictures can assist the Board so that violation fines can be lodged against offenders who do not comply with this rule. |
| Disputes with neighbors | If any dispute cannot be resolved in a civil manner, please do not hesitate to contact King George law enforcement. Do not engage in an altercation that seems to be escalating. Remember that in the heat of a dispute, if you are too close or touch (even accidentally) someone in a manner considered to be offensive by the other party, this could be considered simple assault and could be punishable in court. |
| Criminal acts of property damage | If you see someone damaging property in the community, please do not hesitate to contact King George law enforcement. Do not take the law into your own hands. Only try communicating with someone committing these acts if you feel comfortable enough to do so. |
| Property encroachments | For matters of this nature, it is advisable that you contact a lawyer to handle these matters on your behalf. |
| Who handles snow removal when we are snowed in | The DOT will remove snow per their schedule, which means that some areas will not see relief for a day or so. The HOA does not field calls on snow removal and cannot pay for snow removal because we simply do not collect enough in dues to cover this type of expense, which is quite costly. |
| Who pays for maintenance of Street or Watch lights? |
The OPHOA does not cover payment for the repair or cost to source electricity to Street or Watch lights. It is assumed here that either the King George County is responsible for lights situated on the street; or that lighting structures that exist on a homeowner's property is maintained by the homeowner who benefits from the lighting service.
Not every homeowner has lighting in front of their homes in the HOA and with the minimum amount collected for assessment dues yearly, it is impossible for the HOA to cover such costs.
